National Response Framework - ESF #6

A Basic premise of emergency management is that disaster response begins and ends at the community level, our community level.  This is particularly true for the functions of Emergency Support, as many disasters occur with little or no warning, thereby, requiring that life-sustaining services be provided quickly to prevent additional suffering and loss of life. Partner agencies and organizations rely on the whole community to meet the needs of disaster survivors. It is known that in a catastrophic disaster, that public emergency services can be pushed out from two days to two weeks.  We as individuals and as a community will have to rely on ourselves for support services.  We need to be networked, and come together when disaster strikes. Public services, such as police and fire will be tied up with their own emergencies.  It will take quite a while for out of state assistance.   

Part of the National Response Framework, is ESF6, or Emergency Support Function #6. This one function covers a large amount of assistance that we as a collective can do to help out both our own community, and other communities throughout the state in a disaster.  

Is your agency part of what is considered Critical Infrastructure? Do you offer Mass Care at your facility? Do you provide Emergency Assistance, Temporary Housing, or other Human Services in a disaster situation?

 If you provide Mass Care, how many you can feed, if you have emergency supplies that you can distribute, do you have the ability to care for adults, children and elderly? What about those with disabilities?

 If you offer Emergency Assistance, what kind of volunteers you can assemble? Can you assist in evacuations? Do you offer transportation? What are your capabilities? Do you offer the ability to rescue individuals and/or pets?

 If you offer Temporary Housing, what options do you have available.  What type of construction is the housing? Is it semi-permanent in construction?  Do you offer access to other sources of temporary housing?

 If you offer Human Services,  Do you offer disaster assistance programs for survivors? If so, what type? Do you offer unmet needs assistance for disaster caused needs such as non-housing loses? Do you offer supplemental nutrition assistance, crisis counseling, disaster case management, disaster unemployment, disaster legal services, or other human service programs and benefits for survivors?

Please Note, during Crisis, there are key elements that need to be considered within the whole of a community to include individuals with disabilities and others with access and functional needs 1) whose needs must be considered well in advance when preparing for disaster and emergencies and 2) who are important partners to support the delivery of core capabilities during incident response (e.g., through associations and alliances that serve these populations). People with disabilities and others with access and functional needs include individuals who are from diverse cultures, races, and nations of origin; individuals who do not read, have limited English proficiency, or are non-English speaking; people who have physical, sensory, behavioral, mental health, intellectual, developmental and cognitive disabilities; senior citizens with and without disability or other access and functional needs; children with and without disabilities or other access and functional needs and their parents; individuals who are economically or transportation disadvantaged; women who are pregnant; individuals who have chronic medical conditions; and those with pharmacological dependencies.
